Give this guy a cigar, that's exactly what they do. I can't remember seeing any since I was kid. That was back when dirt was still being made.It works like a buffing belt and polishes the axel. a weight like a relfector or rivet that holds it on also slows it making it spin slower then the axel. Plus it keeps the rust and grease off. I used to see shinny hubs and rusty spokes.

I've never heard of one going flat either.When I moved Pops out here with me I took as much as I could fit in the car. Pity really, I left a lot of great stuff back there as I have a house full of stuff here and there was no room.

Got one of these and a Brace & Bits. A Lithium Ion drill is a fantastic thing, but when it runs down I'm usually not done working. So I grab the old stuff while the new stuff charges. Looking at it again, I think that could be right. Two holes into the back, where it was mounted from the back.Horn button. maybe?
