all the CHiP's on bikes i've ever come across while riding my bike have had nothing but thumbs up for me.
i've cruised main street in HB alongside one, and never get anything but waves and thumbs up's from them.
when i went to court for the ticket that started this whole thread, i parked my bike with all the cop bikes, and they laughed when i told them why i was there, and they thought it was "chicken s***" for any cop to write me up.
it comes down to the cops and the locations. i ride in huntington beach all the time ( i work there) with no problems, whether i have a license plate or not.
newport beach is the only city i've been hassled in, and now that the cops know me, they just wave, or stop me just to talk.
they only time i'm going under 30mph is when i'm starting or stopping. i ride with cars doing 45mph all the time. the only time i'm in the bike lane is if everyone's speeding. as long as i can keep up with traffic, i ride in traffic. i stop at lights and signs, i use hand signals, and i ride as legal as i can.
the way i look at it is, if a cop is looking to pull me over, he'll pull me over whether i'm doing 50 or 20, just because i'm on a motored bike and he thinks i must be doing something wrong, even if i'm not.
i think one of the tricks is, don't look guilty. if you're cruising along at 45 and see a cop, smile and wave instead of slowing down and freaking out...
