Question about carb on 49cc Ghost Racer

That looks like the bowl vent, since it is near the top above the needle and seat. If it is just let it hang down, on some carbs if you plug it the bowl won’t fill.
 
I am asking because my boy ran this motor when it was on another frame and it developed a vacuum leak or a clogged fuel situation afterwards that I cannot figure out- and I forgot how the tubes ran before.
 
It does- I should point out that same son ran fuel/oil mix in it- SHOULDN'T cause any harm, but when it couldn't hold an idle without the choke on, I disassembled the carb and cleaned it- still won't run unless 1) choke was partially on, 2) idle set high enough for the centripetal to engage and at that- 3) the fool thing had little/no power.
 
It does sound like a air leak some where, I don’t know much about that engine, does it have adjustable valves? If so have you check the lash?
 
The carbs on those engines are terrible!!
They get clogged & (I have found) them to be near impossible to get them to idle again!!!!

This is why so many switch to the NT 2-stroke carb & manifold.

Keep in mind that you'll have to drill the NT jet a little bigger for the 4-stroke engine.

Whenever I build a 49cc 4-stroke bike, these automatically go on it!!!!
 
It does sound like that is the issue- but my luck with NT carbs is that I am constantly replacing the float due to leaks! And the CNC Carbs always break at the mount! Does ANYBODY make a decent carb that will work?
