From what i have gathered on the servi-cycle forum, its a 1955. Has a honda clone motor in there 196cc. Already talked to mvd about it and they are saying depending on cc's they will sticker it as a moped (50cc-) or title and assign vin for motor driven cycle. Kinda thinking about going in and saying i dont know the cc's and see how smart they are about the subject. Maybe I can fool them into thinking its a 50cc.
