Rear wheel bearings are bent- how do I fix?

I’m trying to install the rear sprocket but I noticed that one side of the bearings is up, while the other side is sinking inward. Is this due to me tightening the sprocket incorrectly?

Best guess is we're talking about the threaded shaft in the picture being further out on one side than the other? If that's so, just back the nut off on the long side and tighten from the short side. You should be able to center it.

I might be completely mis-understanding the situation, but I hope that helps.
 
Hopefully it's as Venice Motor Bikes suggested that the dust cover needs to be adjusted. The worst case scenario is you have a bent axle. If that is the case you'll have to replace the axle.
