Where does it say that it is a kit? Besides, 28cc is just to small if you ask me. That's what you put on your remote control vehicles

my golden eagle is only 33cc you do pedal yourself up the hills a lot though still beats no engine and hills can keep a good 15 mph up the hills.

Exactly, these kits aren't designed to pull you at 35mph consistently. It's a bicycle assist motor, meaning of course you are gonna hava ta pedal.
