In order to fit the carburetor on my engine I need to remove the seat tube. Is this a good idea?

No.

If you can't fit the carb or offset it, move the engine to clear the seat tube.

If you can't fix with an offset Intake you gotta find another frame. Although..You could try Shims and longer rear engine studs at rear engine mount to get carb clearence, Not more than seems sensible tho. Don't want no torque twisting. Remember--Seat Post always determines engine angle. Watch the fronts, it's gonna ride up and away, depending upon your frame geometry of course.
