how do you run the motor when it won't start when i am pedaling and to have the gas tank open when riding doesn't sound safe? I could be wrong! is it suppose to start without pedaling?

Try checking to see if the gas tank is venting properly , do this by removing the gas cap and running the motor to see if it stays running -
