On a scale from 1-10 (with 1 being completely unreliable, and 10 being 100% reliable) how reliable is the Mongoose Excursion 29" frame? Would this frame be prone to cracking with a 66cc engine on it?

It has a steel frame,
Steel is more reliable than aluminum

I cant say this frame won't crack, it all depends on how you treat your Motorbike

If you jump it or ride on very bumpy roads alot sure the frame might crack

But it's a good choice with front disc brakes and front suspension.
Front suspension will greatly help the frame from too much stress and cracking

If your M/B kit instructions tel you to drill a hole in the bottom frame tube for the motor mount Don't do it This will make your frame crack

I was about to do this bcuz the regular mount would not fit, nor the U bolt, but I decided it was not a good idea so I just bought a Beach Cruiser U bolt, that is slightly bigger than the stock one (or so I've been told). Awaiting delivery

Go to the auto parts store and buy the size muffler clamp that fits tightest around the frame. Only ever solid mount these motors and with a full clamp like a muffler clamp. A 29" wheel bike will never run as well as a 26" once it has a motor on it. If you a slow bike that rolls smoothly over bumps than go for it. If you want decent or better than decent performance than build on a 26" wheel platform. If you are 7 feet tall you will need a long frame, laid back seat post, and probably a handlebar and stem that put the bars more forward.

Department stores don't make bicycles for extremely tall people around 7' tall. What you have is a bicycle with 29" wheels not a 29" frame. Here's a bicycle frame calculator that'll tell you what the ideal frame would be for you if you had one custom built.
