Its not a boost bottle and its not a NOS rig, I have looked at it several times myself and it looks to me like it may be a valve on the one end that could be slightly opened to allow more air flow in from outside of carb, by doing this one could lean the air fuel mix and eliminate most of the four stroking that these engine do when carb is run with the stock size main jet which is to big and causes the engines to run way rich normally, I may not be correct in my thoughts on this being a valve that will allow you to let more air into the mix, but that is what it looks like to me and if so would actually work as long as to much air wasn't allowed in causing a serious lean condition and as long as the air coming through it was filtered.
Those are my thoughts on the set up and it would do as advertised and "Boost" air intake by allowing more air into fuel mix, if not done right it would be a great way to cook an engine with a major lean run condition.... but like I said I'm not sure that is what the contraption is but it sure looks like thats what it may be.
It may not actually be adjustable but possible preset to just allow a slight air leak to give the "Boosted" power impression which is actually real when the mix is leaned just a tad, the correct fix for this condition would be to rejet the carb and not let in extra air from outside the carb unless you know for sure what your doing and did some testing to make sure you didn't create a serious lean run condition.
