if anyone really wants to try to exploit a loophole, try this:

4020. A motorized bicycle operated upon a highway is exempt from registration.


here's the definition of "Highway."

360. "Highway" is a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. Highway includes street.

It is not a loophole.

You do not have to “register” a motorized bicycle in the typical sense. But you do have to apply for a license plate. It seems like semantics but the DMV makes a distinction.

There's a old saying... "You can lead a horse to water, & you can beat it to death, but you can't make it any smarter." :rolleyes:

It's been proven time after time that all the police really want from us is to have a $19 license plate, a M1 or M2 drivers license, a DOT helmet & lights on the bike.
Some might say you also need mirrors & other lights, but those are only 'fix it' tickets that won't cost you any money & won't get your bike impounded.


Get with the program people!

FYI, Governor Jerry Brown announced that ALL vehicle registration fees are going to go up this year for California, be it a new car, a used car, or you guessed it, our bikes. So for those of you who are letting $19.00 drive you nuts, why not register now while it is still $19.00 (one time fee, though we'll see how long that lasts) instead of what some bean counter in Sacramento deems "appropriate".

showcaller, i mentioned this in our PM's, but do you have more info on the VIN they gave you?

is it an actual sticker or tag? or just a number you have to stamp on yourself?

i never heard of that before, you got me curious...

I went to the DMV to get my learners permit for my M1/2 license and when they said they do not register the form 230 to register my bike they referred me to Sacramento. I sent in the form without fillng out any of the info as far as VIN number. I also sent a check for $25.00 because I wasn't sure how much it was.

I was curious to see what the state was going to do. They sent me the plate, and the registration with a VIN number they randomly assigned. They gave me instructions on putting the number on the bike. (Must be permanently stamped in the head of the frame, either side of the seat support or on the toe plate, your choice and must be 1/8 " high.)

They also sent me a check for $6.00

Not a bad week in the world of registering my bike!

Well I'm new on here and live in San Diego, very glad I ran across this info. Thanks to all that have shared.

My son was a little bummed today when I had to break the news that the bicycle helmet and care free enjoyment of his MB days have just been drastically changed :-|| do to the actual meaning of the law vice my own ignorant understanding of the whole mess. Well he is 17, so we booked his MC safety course so he can get his permit after completion in a couple weeks. Will get the paperwork sent off to Sac as well. Might as well play by the rules!

I know this thread has been beaten to death but the truth is we literally are moving targets for every police dept. in California. With the state's budget in so much trouble, all registration fees for all vehicles will be going up this year, the only question is, how much for motorized bikes. I suspect that the $19.00 fee is going to look like a great deal and many are going to say "Why didn't I do it then?" In the meantime you can bet Police are going to start cracking down asking for license and registration because they know the odds of guys not having those things are greater than those who do.

Police in LA don't give a damn about our bikes. Most of them don't know the laws about motorized bikes.
Wear a helmet and you will probably never get stopped.

Just don't go to Newport Beach if you don't have all the bases covered
and you will be fine.

Maybe American bike companies put VIN numbers on their bikes but the Chinese don't. If I am not mistaken, a vin number is only on motorized vehicles so there is no reason for a bike to have a number on it. Even if there was some kind of I D number already on the bike, it's unlikely any policeman is going to impound it for having a second number. The only thing they want to see, if anything, is the engraved number on the frame matching the paperwork from Sacramento.

READ THE VERY FIRST POST OF THIS THREAD!!!!
Read it, & just do it!!, & you won't have a single thing to worry about while riding your motorized bicycle on California roads!!!! :rolleyes:

We've been over this 100 times!!, We've been pulled over by the police & let go over & over because we are 100% legal motorized bicycle riders!!!... SO JUST STOP SECOND GUESSING THE LEGAL ADVICE WE HAVE HERE FOR YOU!!!!!!!!!!!!!!!!!!!

Use the bicycles serial #s for the VIN & engine #s;
If the bike doesn't have #s?, then make them up & etch them into the frame & engine. ;)

I just got pulled over and cited in Newport Beach, on PCH and Tustin, riding my new, as yet, unregistered bike.

my ticket is for NOT wearing a DOT approved motorcycle helmet (i had a pro-tec skateboard helmet,)

Not having a special plate

No M2 license.

the special plate can be signed off when i get one, and the M2 license will probably get tossed if i show up at court with one, but the helmet law's gonna get me. the good thing is, none of these count as a point on my license.

the cop was pretty cool, except for giving me the ticket, and basically gave me the run down, and told me to stop by the police dept and ask them for a "cheat sheet" they had specially printed up to deal with us. he told me since these are gaining in popularity, the cops are all being trained as to what's legal, so you won't be able to b.s. your way out of it. this guy knew all the codes by heart, for gas, electric, golf carts, gopeds, motorized skateboards, etc.

forget all the other b.s. and the ten page threads, this is straight from the horse's mouth, and from a cop who's sole purpose is to bust us, so we become legal under the eyes of the law. he told me straight out that he's not trying to keep us from riding, but to make sure we're riding legal. he actually really liked my bike, and it was the best he's seen yet.

so here's what we need to ride gas powered motored bikes legally, without hassle:

*M2 license. an M1 works too, but the least we need is an M2, moped license.

*special plate and registration.

*taillight, brakelight, headlight with hi and lo beam

*left side mirror

*horn

(edit: we don't need insurance. )

we don't need turn signals, and there is no classification for engine size.

the only thing he was unclear on was insurance. he said all vehicles registered in Ca need to be insured, and when i told him it was impossible to insure them, he didn't have an answer. he said that would be up to the judge to decide.

we talked for at least 45 minutes, and i showed him the registration from my other bike, and he said it was strange that the DMV would allow the bike's serial number as a VIN. Usually vehicles without one need to get a "blue sticker."

he wrote me up for 28mph, and i asked him what would happen if i was conforming to all the other laws, but was doing 50. he told me he probably wouldn't even stop me, as long as i wasn't breaking the speed limit for the street.

he did say that in the event that i did get pulled over for going over 30mph, the DMV could take away my license plate, and the bike would be illegal to ride on the street.

so that's it. better get legal and learn the laws now, because the man is.

Hey thanks BiMOPed , will do ... it's actually a Stinger motor ... just clocked it with my new speedometer , held right at 30mph ... will probably go a little faster if I lose some weight first lol ...

Actually I didn't ever hear about the race ... i'm a total nubee but diggin the transportation ... thanks for the heads up ! - Jdubbrnot ... btw ... just uploaded a larger pic to my page... more coming soon with the new features ...

Ok so just to be clear , for example : if my bike serial number is 123 ... then on the application the VIN and Engine Number will both be 123 ? .... also , where it says ' MAKE ' right next to that at the top of the form , are you writing the ' motor make ' or the ' bicycle make ' ? I'm filling out the form right now , I just want to make sure I get it right the first time brnot

Bicycle make like "Schwinn" for the MAKE

Use the numbers + letters from the bike BottomBracket for the VIN

Put an E in front of the same numbers + letters for the ENGINE NUMBER
then engrave or stamp it on the motor.

Most Chinese 50 cc / 66 cc 2 strokes do not have any numbers on them.

I just registered a Honda 50 cc which had an engine number sticker.
My Huasheng 50 cc has a stamped serial engine number

Unless you are planning on keeping the same motor on the same bike, I would use the serial number from the bike for the engine number. That way you can swap motors at any time and your numbers will still match up.

so Guys I am planing on bring my "new" bike out to Ontario by train when I am out there to visit family and to do the race at Willow. Naturally i'd like to ride it out there. So should I just have lights, mirror and ride with my DOT helmet all the time or I have a moped plate from New Mexico I can add. I am from Tucson Az where we dont have to jump thru these hoops. Why should it be any dif than a car you dont have to get "trip to CA" permit to drive your car to CA?
