WTB Custom or High Budget MAB in Flagstaff Arizona

Hello all,

So, I recently got 5k refunded from school due to not claiming my scholarship last semester.

I got all excited and started looking at motorcycles to upgrade from an MAB.

But now that I think about it, I don't think it's worth it due to insurance and high risks of death from falling at high speed, not being able to use bike lane etc.

I would like to buy one from a professional third party because all I know how to do is bolt on a kit on a bicycle and I really want something more.

I am looking for a reliable higher displacement 4 stroke (so those weedwhacker or power sports engines around 70cc~100cc) bike. That will allow me to cruise slightly UNDER 40mph.

If anyone has something that meets this criteria within $1500 range, please let me know.
 
Yes, I've seen his posts. His shop is a bit far from my area and I'm not sure if he'd be willing to do paypal and shipping or receive mailed money order. I suppose it wouldn't hurt to ask
