Normally rim brakes do the job. Lots of people use them. That would include lots of guys here with motorized bikes and half the peloton at the Tour de France.

Maybe some different brake pads?

That is a cam operated version of a BMX center pull brake. BMX brakes were popular on the back of mountain bikes in the late 80s and early 90s. They were plenty powerful, but became caked with mud on trails in the East.
- I also think it could be an adequate brake with fresh pads and some adjustments.
- I think those brakes are really cool.
