Throttle Cable Too Long?

I bought a Gt2B 48cc motor kit about a month ago ,just getting around to installing it. Has anybody had trouble with throttle cable being to long? When throttle is closed it seem's like there is at least one half inch to much cable.

I like to think of it as the black casing around the cable is too short, but they have the same effect. There are some ways to make it more snug, on the top of the carb, were the cable comes out, there is an adjustment piece thingy, it will unscrew and will help the black casing sit more into it. then there is the locking ring that threads down to keep it tight., Then on the throttle grip there are 2 more of those adjustments on the metal bend that comes out of the plastic grip. Try to lengthen those and see if it will fix your problem. Good Luck!
