I too am interested in the idea of as stealth as possible...
so what is the general conscensus? other than some "flameing" of each other
to the OP; what solution have you decided on, if any yet?

you might try making an air box with the opening straight down to try to quiet down the intake. I found that I can put the sound damping material on the inside of the clutch cover mine has enough clearance for it I used some rubberized cork gasket material and glued it on with the 3m yellow spray snot used on upholstery

In the scenario you present, no, I don't think it will catch fire and burn. Shoved loosely into the cannister that has had the baffle removed it WILL BURN. I saw it happen....twice with two different engines.

It should be better used to clean pots and pans.
I was considering using steel wool. I built a chopper bike and had an extended exhaust made which ends near my back tire. Do you think it could be sucked into the engine with my pipe being as long as it is?
