If the pipes are pointing forward that wouldn't be a bad idea, cool air in the summer would help. But for looks they are probably pointing to the rear.

if the pipes are functional and are pointing forward I bet they make a horrible whistling noise at speed.

You gotta admit, a lot of effort went into building that. Too bad though there's only 2 pipes. It would have been really cool with 4 on each side. Maybe zoomies?

If you faced the tubes forward, you could insert a pitot tube in one and use the other as the static tube to measure your airspeed.
