got a brand new kit and but revs wont come down

got a brand new 2 stroke gas bicycle kit when i ride at a high rpm and pu the clutch in the rpms dont come down but if i engage the clutch a tiny bit it will bring it back down to normal idle speed and it idles just fine whats wrong someone help please
 
Either there's no free play in your throttle cable, or it has an air leak. Make sure the carb is tight on the manifold and the manifold is tight to the cylinder. It could be a leaky crank seal, but most likely it's not that.

What was said above, or it could also be that your clutch isnt fully disengaged.
After shes cooled down, let out clutch and pull a 16th inch of the clutch cable through and tighten it again.
If none of this works, I'm afraid theres nothing else to my knowledge to help you.

Air leak sound right, intake, base gasket or case gasket between the half's. Also look for fuel under the mag cover and below the small gear on the right side, if you find fuel you have a crank seal leaking.
