I wouldn't do it. 
Well, here is the question I meant to ask:
How do I mount standard vbrakes on a Monark I or II? I am seriously considering buying one of the forks, but I am making sure what I am buying is going to work with what I will have. Yes, I will add on a disc brake set up in the future, but right now my budget affords me to upgrade to the Monark. I am looking at the Genesis Astra and for a time will mount the standard brakes from the Astra. I mean I need some kind of brakes. So does the Monark have stubs for vbrakes or is there another option? Thanks

A disc brake is your best option. IMO

Agk has a good hydraulic setup for $40 I think.

Ive have run both disc and drum on mine, discs stop on a dime ( you can get an adapter from Venice) I prefer the drum, I have it adjusted so its kind of like anti-lock brakes. I wouldnt drill the forks.
