Carburetor angle causing issue?

Hey everyone new to the forum. This is my second build. First one went smooth, never had any issue. This second one has been a nightmare. But I think I might have the problem and possibly the solution at least pinpointed. The top bar of the frame on this mountain bike is very tight to the top of the engine causing me to have to mount the carburetor slanted at an angle. Could this be what's giving me all the problems? Has anyone dealt with this before? Thanks in advance

carb needs to be reasonably level for float and fuel level in bowl to work

motorized bike websites sell offset intake tubes for use with bikes with low frame member. I had to use an intake like that building my girlfriend's bike. The carb on that bike ended up being just slightly tilted and the bike still runs well.
