BGF 66/80 CC clutch not engaging, instalation problem or engine itself ??

Hi everyone let me start by saying this is my first build. I got everything installed without too much trouble. However their is one issue I am stuck on and it is the clutch engagement / disengagement. If I manually push the clutch arm back to as far as behind the Carb fuel bowl I still cannot get the bike to roll freely. I have the stock clutch handle (push button lock) from the BGF kit. What could be wrong here ?? How far does the clutch arm need to travel to engage the clutch ????
 
sounds like the clutch isn't seated all the way down on the shaft - put a piece of 2x4 on it to protect the metal while you give it a few smacks with a hammer, then tighten down the nut (the one about 17mm) in the center of the clutch hub
