The reason to remove the in tank strainer is the filter has much more area and won't stop up. If you install the filter correctly you can see any debris that enter the filter and clean it out without emptying the tank.

cleaning out the in tank strainer will stop the secondary filters from becomming clogged up over time. the primary tank filter keeps the particles inside the tank, yes it clogs up fast if you ave alot of debris but that is time to remove tank and rinse it out of debris. It is a bicycle fuel tank not a 1990 Iroc Camaro fuel tank.

Check the carb to intake, make sure the carb is seated all the way on the intake and is tight. If that doesn't help remove the magneto cover and clutch cover and look for fuel leaking from the seals on either end of the crankshaft. The problems I have had was with the seal behind the magnet, that seal is thinner than the one behind the small gear and sometimes will come out of the case when the engine back fires.
can someone please link me a site where i can buy the seal that is behind the magnet for a 66/80cc engine
