I have just completed a mini-bike based on a 16" wheel size. It uses the 36 tooth sprocket on the back with an 80cc Raw motor. It cruises at 15 mph with top speed of 20 mph. To start it you start off slightly down hill and push with one foot, it really is quite easy.

Move the seat to the rack in back and put foot pegs on the front downtube and you've got something there.
