Were to obtain engine?

Ok, I've read the laws on "Motor Assisted Bicycles" in California. I've scoured this forum nightly until my eyes bleed. I've scanned all the websites dealing with engines, tanks, handlebars, paint, tires, seats, etc.

The question I have is were to Californians get their engines? This CARB thing has me befuddled.

Thanks for any advice.
