Wont start, to much fuel?

Hi, couldnt figure out this issue so this is my first experience with this fourm. Just finished building a 49cc chinese bike kit, and wont start. Pops a couple times here and there but nothing lasting. After riding for 50ft spark plug is totally blackened. Figured it was running to rich, even after adjusting c-clip to leanest setting, same issue. Spark works well agains frame, got good fuel in carb, testing with air filter off so gots air. Maybe im just doing something totally wrong, would appreciate any advice.
 
Those little 2 stroke usually start very easily (assuming it is a two stroke). Are you sure the choke in in the off position, they only need choke in cold weather.
 
Is there fuel dripping from the carburetor like a float valve is stuck. If so try shutting off the fuel at the petcock under the tank and try a start with a clean and dry spark plug with the correct gap.
 
Doesnt seem to change much, plug starts to blacken pretty quickly, almost has a burnt plastic smell. Just seems to rich, but nothing seems tl make it leaner.

Try removing the spark plug with the fuel shut off and pedal around until the mixture coming from the open cylinder is dry to the touch. The engine crankcase may be full of fuel mixture in which case it has to come out before the engine can start.
