Yes, frozen cables are a pain. I get that a few times a year. Just last week was one of those times.
I haven't come across any fool-proof way of preventing it. I lube the cables before winter and that must help some. But it still happens.
Maybe connecting each end of the cable to the poles of a 1 1/2 Volt battery? It probably wouldn't overheat the cable.
But it might overheat the battery.
