That bike has a Richard Nelson Helmut frame with the engine added by member here culvercityclassic.
Doubt that the engine is 99cc, more like a 200cc with all kinds of mods by Isky.

That is a Harbor Freight 196cc Greyhound to be exact and I'm sure it's far from stock
