welding on to a hub

A flange? What are you trying to do? Make a sprocket adapter?
It can be done but highly recommended that you don't. The welder would need to be very good at what he does and the 'flange' would have to be perfectly positioned and centered. The material of most hubs is not very thick and some are aluminum.
I'd look for an alternative if I were you. There are several sprocket adapters available as well as the venerable rag joint. They would all be preferable to welding anything on the hub.

Another option is to use a rear disc brake hub & use a sprocket with the 'small 6' bolt pattern.
