Tire x Rim width

Hello guys so i bought this cheapo 24x4 rim but now i cant find any tire in the 24x4 width
Saw somebone on the internet speaking that it would be possible to fia a 24x 3 on it

Is it possible to do ?
 
It's going to stretch width wise and take some effort to bead more than likely. Stretching tires will bring out a ton of different opinions. I would say avoid it if you are not experienced at it and will be riding at speeds higher than you want to experience a failure at. That said a quick search of the internet will bring up a ton of 4" tires that are made for that rim. Google and eBay bring up several in different styles and prices and if you hunt a little bit there are several more.
