stumped with clutch installation

I think the bike should peddle without the piston moving when disengaged. However, with hand operation of the clutch lever the piston moves and no change in resistance.

With the cover off opposite of the clutch lever I see the outer plate move with lever compression but only about 1/2 the plate is really moving.

Is it sticking or am I way off?

Nevermind....sticking it was. I gently lifted the side of the plate not moving with a small screw driver.
