still dont get up even a little incline what am i doing wrong?

Gill a lot of people here have been doing this for a long time, the 16/1 mix recommendation from the kits was because of poor quality oil. The kit instructions are just reprinted over and over and never changed. 32/1 or 4 oz. Of oil per gallon is plenty.
So you were adding 16 oz of oil?
The answer to: "How much oil were you adding at 16 to 1?" is not "yes the 16/1 mix"
16/1 is a break in mix. Things will get better after break in when you switch to normal mix.
