Starting over

So, I joined this forum over 3 years ago and was going to do my first build. Some stuff went down and I never got around to it. So, now with spring in full swing I'm ready to give it a try, already have the bike I'm gonna get picked out. My big thing is this, does anyone know the laws for motorized bikes in va? I know we have some strange laws and I don't want to build one and then not be able to ride it. Thanks in advance!
 
Alright I understand now, one thing I'm kinda confused on is the lights. Do I need to have brake lights and signals installed? Sorry, I'm a completely new at this stuff! Great news is I'm getting my first bike today! Prebuilt by a local guy but i'm gonna customize it a little at a time :)
