I have 80cc ht 2 stroke, motor has around 2500 miles and has been running great ( other than the occasional mag) suddenly it started sputtering around 5000 rpm and wont go any higher. Im running a 44t sprocket and usualy run at about 6500 rpm wich puts me in the 30mph range. I changed the plug, fuel filter, cleaned the airfilter, changed needle adjustments, replace fuel line, checked intake and exhuast bolts, and nothing has made a difference in top speed, it pulls harder after replacing all of that, but it still sputters

It could be a bad electrical connection or the CDI going bad.
They usually just fail outright, but sometimes they slowly fizzle out.

I took the carb apart and cleaned it, when that didnt work i swapped the cdi with a spair. I like to have atleast 3 spares of electrical components

That "spare" technique is actually quite common in motorcycle shops. They usually have a whole slew of known good regulators, igniters, CDI's, ect. as shop tools to help diagnose faulty systems.
