scratched cylinder

is this normal on a bike only a few months old

I wou pull the cylinder off and look at the piston and rings before deciding what to do.

If you can hang your finger nail when scratching it it may hang a ring, from the pictures it looks like the person putting it together sanded some surface rust off.
