Quick question....

I live here in California(?) and want to add a Honda 35cc to my bike. Can I legally buy one and install it on my bike? And also all I can find online are friction kits with a 1.25" roller. Im looking for a 1.12 roller. Can anyone help me out??? Thanks much appreciated!!!!!!!!
