How in the heck can the timing change if the oil sensor which has nothing to do with the engine timing plus the gear in the
governor which also has nothing to do with the camshaft timing and the camshaft which is not changed?

How? If the cam dropped out while you were removing the governor and oil sensor, and you reinstalled the cam incorrectly, your timing would change and the engine wouldn't start.
Try using commas. It's easier to understand your message.

Hey, it's a calculated guess. I wasn't there, when the OP removed the items.

So, there i was, carried the beast down the stairs of my apartment - 7 months of building and dreaming in my office space, and finally the day has come. Threw oil in, some gas, went to start it up, BOOM gas i dripping from the carb filter. That issue was resolved quickly - realized i ran the fuel line in a vent hose rather then fuel nub. Dang, i felt stupid. Anyway, took the carb apart (brand new) but i did so to make sure the jet looked fine, and the floats were functioning propery. Put it all back togther, changing the angle of the carb so that it lays more leveled, using a radiator hose and clamps for good compression. Turned on the fuel, and nothing leaked. Made sure fuel was reaching the carb, turned the choke on, pulled the starter a few times and nothing at all. A few more pulls, still nothing. Super bummed out. Put ALOT of work and money unto the bike. These are the troubleshooting steps i took so far. Following a lot of what the manual says but basically.

Engine wont start -
-carb not primed -- pull on starter handle to prime
-carb needle stuck -- tap side of carb (take apart carb)

Testing electrical issues
--Unplug spark boot, pull starter, does spark
--unplug spark plug, inspect, visually clean, brand new plug
>>The spark is there so it cant be electrical

Compression related
-loose cycl head or damaged gaskets (hissing noice )-- no hissing noise
-engine valves or rappets mis-adjusted or stuck -- made sure alignment was there when putting case back on
-compression lost due to leak in intake manifold--re adjust carb set up, fastening with radiator hose and clamps tighting intake.

So as you can see, pretty much went through everything we can without out take the crankcase back off and checking the alignment and timing. Not to sure whats going on. We went ahead an tried to spray fluid into the carb, while pulling the starter, and still nothing. It turns with ease, sounds like it wants to start up, then doesnt.

the only step i havent attempted is
-too much fuel in chamber, caused by carb needle sticking --

Turn Choke to RUN position.
Remove spark plug and pull the start
handle several times to air out the
chamber. Reinstall spark plug and
set Choke to CHOKE position.

The crank gear in the picture has faint marks on 3 adjacent teeth. The cam tooth does not point to the center tooth of the crank gear.
But hey!! I wasn't there when the cam was removed.
Only the OP knows which crank tooth should point to which cam tooth.

I had a Predator with slimier issues. I finally made a 1\2" socket drive for my drill and turned the flywheel. And away she went. The engine always had starting problems. I changed the carburetor to a VM-22, the ignition, spark plugs. I pulled it so many times the flywheel just came off. After that there was no way to hold it in place. So I trashed the 6 month old predator (garbage) and bought a Honda GC-190. It starts the first pull. I also fits right out of the box gas tank air cleaner everything. O yeah if this engine is from one of those kits check the gas shut off valve. mine would not let enough fuel through.

The stock fuel tanks have that silly filter screen and a junky shutoff valve. I remove both and use a tap so I can put a NPT
brass hose connector on it. A short length hose, a fuel shutoff valve, another short length of hose then an inline fuel filter
which has a hose to the carburetor. The original carburetor has a shut-off fuel valve and I didn't like the dinky size fuel
fitting going into it. That shut-off valve can give you problems if it gets dirt or a piece of rubber in it from how the valve
works it's real cheap. A Mikuni carb is the solution for that nonsense and I was glad to get the Mikuni on the engine. My
engine starts on the first pull with that carb and I suppose the factory setup is ok in a stationary environment like a
generator.
