what are a few things i can do to my china girl to make it perform better and more consistant without spending a lot? carb? spark plug?

The first and best thing to do is set it up correctly. Then a tuned pipe is the best investment in my opinion.

Concur. An expansion chamber gives you the most power per dollar on a two stroke. If you have a dremel, you can clean up the inside of your intake manifold with it, removing burrs and smoothing things out. You could also do that with a pencil file.
