ordering from cr machine

So I've decided to go with a dax balanced lower for my next build . I want to put a stage 2 upper from Fred of cr machine. My question is; I see all of his complete upper kits are listed as back ordered on both his ebay store and website. Does he build these to order or are people just waiting until he has them available? I sent him an email asking this question but haven't gotten a response.
