Muffler baffle vibration Noise?

Yesterday on my way home my muffler seemed to making a vibration niose.
I took the muffler off and changed the seal, It did make it less noisy but at the high end the vibration noise is still there.:-{

My guess is that the baffle is shaking loose inside the muffler.
I Think I need to drop it out and pack it with steel wool.

my buddy had his muffler fall apart. the vibration caused the end cap screws to fall out and the baffle almost fell in the road. lol he just drilled 4 holes and used some self tapping screws and it's not been a problem since.
 
Hi.

We used steel wool + batteries to start fires in boy scouts.

Believe it or not, steel wool is not indicated for muffler packing, unless you want a greasy fireball.

FO'SHO'!!! Greasy fireball! Don't use steel wool. If you must re-pack, use a fiberglass material, preferable coarse weave.

Better yet, fix the baffle.
 
I went around tighed a few bolts a quater turn and no more noise.
I am going to leave it alone for now and just enjoy it.
Later On I am going to try to add a lawn mower muffler.
