Klein carb clone question

I was curious as to what the little tube that comes out of the bowl is for because I have no clue what it's for or if it should be hooked to something

It's an overflow for the bowl or a drain.

I just got one of these in a gt80 kit. It has 2 adjustment screws. I guess the big one is idle air, what is the other one for?

i think one is idle and the other one is the idle jet
