Is this a defective part?

I am still working on assembling my first bike. It is an 80cc BGF kit. I am a bit confused on the carburetor/accelerator cable hookup, though.
On all of the pictures that I see of it, the cable goes through the hex-screw thingie into the carburetor. On my carburetor, there is the hex part, with a solid screw end. Shouldn't this be hollowed out? Can a regular drill do it? Also, if I need to get a new one, what kind of store would I go to to get one? Motorcycle? Lawnmower?
Assuming that I get past this hurdle, I am also curious about how the accelerator cable will stay attached. Is there something that would hold the cable into the carb? Should I reread the manual (again)?

Yes that part is defective!! It's suppossed to be hollow.

Also, the spring inside the carb keeps the tension on the cable. ;)
 
it should have a hole for the cable. if you have a good vice and a steady hand, drill it. it's cheap aluminum, so it'll drill like butter.

it's called a "barrel adjuster" and any bike shop will have them. they cost about a buck fifty.
