How do I reduce top speed of 49cc Huasheng

How do I reduce top speed of 49cc Huasheng to below 30mph? I'm currently looking at this https://www.bicycle-engines.com/49cc-4g-t-belt-drive-complete-gas-powered-engine-kit/ and I need it to be no more than 30mph because of MA laws.

Also, anyone know what the Non-Road Engine sticker on it means?

sprocket. what size, idk. i dont know anything about your bike. most of the kits tht come out, don't go past 30 -35 mph. so at top speed, usually your motor is screaming out.

just put a larger sprocket on. More low-end torque, less top end speed.

Honestly, going 30mph with most 49cc's involves a huge hill and a brisk tailwind.

I don't think you have to worry about slowing it down, it will be somewhere around 23 to 24 top speed.
