Welcome. Check your local laws before ordering a motor kit. Some parts of Europe allow only electric assist motors on the roads without tag, insurance etc.

I'm pretty sure this will be the case in denmark, as were not allowed to take a deep breath without paying tax, but I'm sure a build would still be an interesting project,this is a completely new area to me so maybe electric assist may have possibilities.
Just out of interest what are noise levels expected from a small 2-stroke?

The 2 stroke noise level with the stock exhaust is not any louder than any stock motorcycle.
