Engine Kit from fleebay for $23? Is there a catch?

Howdy all. Just slowly getting back into the hobby and looking for a new engine kit. I've noticed several listings on fleebay for $23! with free shipping for the entire kit while all others are in the $100+ range. What gives? This can't be correct can it?

Not sure, but E-Bay notified me that my purchase has failed and I have to open a case to get my $22.99 back!

No sales for 6 months and they sold shirts.

Russell you’ll probably get your refund pretty fast, I bought a chain saw part last year, eBay sent me the same notice. It took a couple of days for the return to show on my PayPal account.
