He probably has to wet the rim periodically to tighten up the joints...wood drys and shrinks over time and the wheel will get loose. My grandpa taught me that trick for his wooden wagon wheels.
 
Too bad the old Soviet Union went out of business. That would be real Red Neck engineering! Sorry, I couldn't help it. It was just sitting there waiting to be said.........
 
Well there, Hoss, that thar's a mighty fine bi-sickle ye got. Can't beat them ol' waggin wheels fer bein' sturdy. No siree. Ye'll never git a flat with one o' them. An' them thar pliers got a buttload o' grip to 'em. Make ye some bodacious brakes. Hoo doggies!
