Clutch not engaging and bike trying to turn over when bike is moved

Whenever I move the bike you can hear it try to turn over and it can move freely without needing to push the clutch handle in and I think it has something to do with the clutch but I just can't figure out what I actually need to look at or fix to make it run again.

Sorry for the wait I was busy if you want additional photos just ask. I took a few extra photos of the clutch housing and clutch pads because I think that's where the problem is
