I would say that is a not too attractive possibly Chinese bike for waaaay too much money.

There was a guy selling motorized versions of these here in Denver last summer. He had four of five of them in a booth at a car show I was at. I didn't even stop to look at them when I saw what he was asking for them...$3500.00, and the motor installation was a bit crude.

It looks like a Hardley a Davidson tank from Chinatown, but IDK for sure. Is it sitting on the toptube, or part of the toptube....it's kinda hard to tell?

Can't really tell if the tank is real or not, but it looks like it might be. I don't see a filler hole though.

They have that bike and a lesser version at my local western auto store.
the prices are 3k and 1.5k
And the tank is totally for show.

Bikes like that end up on display in someones family room and seldom hit the road. To much money for china junk but a big part must go to harley for the rights.
