Can't get a 2-stroke running.

I'm building a bike with a 66cc AngelFire motor. it was originally on one of my bikes and I started having trouble keeping it running. I haven't messed with it since and installed it on a bike recently. The problem is I can't even get it to idle, I added a pull start to it and other than working up a sweat, nothing happens. I am getting spark and Fuel is making it to the carb. Any suggestions would help.
 
Yes, the keyway should be at 1 o'clock with the flat side of the magnet up.
