Can tube size of fork be increased?

I am picking out parts for my soon to be bike. I settled on bikebuyers.com for selection/price. I chose this fork http://www.bikebuyers.com/PART-FY-TPT-570.htm for this bike http://www.kingsmotorbikes.com/alum-bike-frame-gt-2-a.htm.

The skyhawk needs an 1 1/8th inch tube. The fork is 1". Could I wrap a piece of pipe or pvs around the fork's tube to make it fit? Is the fork even tall enough for 26" wheels or do I need a 28?

There are some headsets that will adapt a fork with a 1" steerer to a frame made for 1 1/8" steerer. I don't know where to get them. Try to google it.

Stem shims! Other than finding an in stock Skyhawk frame it's a go.
