bumpy rear tire when riding

Hello everyone. I got a flat the other day so i decided to replace the tire with the inner tube. after the install, it feels like i'm riding over bumps. Did i damage my rim possibly and now it bumpy? or maybe the new tire is not seated correctly somehow? any ideas?

Let all the air out. Put in around 5 lbs. Squeeze everything and roll it around a bit to get everything seated.
-Drain out all the air again and then inflate to riding pressure. Should help.
