Bike only runs without air filter

Hi guys, i bought a motorized bike today for 170, runs perfect, has a custom pipe, and everything that could possibly be done to make the engine kit more secure and safe to the bike has been done. I Bought it without an air filter on it, the guy said it fell off while riding. .shft. Well, i tried to put a piece of cloth in front of the carb where the filter usually goes, and the bike would not start. the second i took that off to allow the most possible air to come in, the bike started instantly. What is my problem here? I would like to run an air filter if possible.
 
Alright, just didnt want to have to buy anything first before i diagnosed it. Also, at high speeds, the bike bogs down, i figure too much air intake? It also spits out gas from that opening too. Normal?
 
High speed 'bog down' is usually 'too fat' on the jet.... The carb spitting out gas from the inlet is normal on a 'piston ported' engine. :/
